The Policy Council is pleased to announce that Robert Cathcart has been selected to serve as our new President & CEO. Robert is excited to begin on September 8, taking over for Michael Burris who has served as our President & CEO since 2024.
Robert has previously served the state of South Carolina as an attorney, policy advisor, and legislative liaison at two state agencies, where he drafted and implemented landmark legislation, regulations, and policy. In those roles, he advocated for parental rights, school choice, and consumer-friendly policies that allow individuals, not the government, to make the best choices for themselves and their families. Robert is a University of South Carolina Honors College graduate with a degree in History and a graduate of the USC Rice School of Law where he served as President of the law school's Federalist Society. Robert is the husband of Campbell Cathcart, and together they have a daughter, Sarah Campbell.
"I am honored to lead the next chapter of this storied institution's history," said Robert. "Under my leadership, the Policy Council will continue to advocate for limited government, fiscal responsibility, and traditional South Carolina values."
Although Michael is leaving his current position, he will continue to be involved with the Policy Council going forward.
"It has been a privilege to lead this organization these past two years," said Michael. "Although my time as CEO is ending, I am certain the Policy Council’s best days are ahead. I look forward to staying plugged in on the development side as we continue to grow our positive impact on the lives of South Carolinians.”
As our state's population and economy continue to grow, we face both opportunities and challenges. With the election of new, reform-minded constitutional officers in our state, we have a once-in-a-lifetime opportunity to eliminate the income tax, lighten regulatory burdens, limit government, and free South Carolinians to pursue the American dream. The Policy Council is ready and willing to work with anyone who shares these goals, and we look forward to building a new era of sound public policy.
