The South Carolina Policy Council is proud to announce the recipients of our inaugural Citizen Leadership Award.
These individuals and their organizations were instrumental in leading the fight against oppressive liquor liability laws that were hampering businesses all over the state. Their efforts culminated in the passage of H.3430 during the 2025 legislative session.
While the fight for full reform is far from over, these citizen leaders took the time out of their personal and professional lives to speak truth to power and in doing so galvanized many others to join this important movement.
The recipients are:

- Chris Smith, South Carolina Bar and Tavern Association
- Ben Hebel, KSA Insurance
- Diane Hardy, Mom and Pop Alliance
- Jonathan Kish & Keith Benjamin, Responsible Hospitality Reform Alliance
The state of South Carolina owes all of these amazing leaders a debt of gratitude for their courage and commitment.
